Why TE wasn’t tendered

TE Joe Klopfenstein was a restricted free agent, but the Bills chose to let him become an unrestricted free agent before signing him.

With the restricted free agent tenders rising dramatically in recent years in terms of cost, a lot of teams choose to let certain RFAs hit the market and become unrestricted hoping to re-sign them at a level more in line with their value to the team.

In this case it worked for the Bills.
